Belgian officials refuse to search for missing Thai
 
Belgian ambassador to Thailand, Rudi Veestraeten, and Belgian police uncooperative 

 

This website is posted in the hope that it will lead to the recovery of a victim of traffickers in women and children.

 

All police services and private individuals with any knowledge of Oliver Albert Chanyut Chokjanphen (AKA Chanyut Vermeulen, Channy Vermeulen, DJ Channy and DJ Chavvy), age 24, born in Thailand on February 28, 1989, and last seen in Belgium, are urged to contact this website and/or his family at once as indicated: Tel.: 66 - 08 4 726 4836; 66 - 08 - 6024 - 7032. Belgian and Thai police services were complicit in kidnapping and trafficking the victim, obstructed search and recovery efforts and have been in all ways wholly uncooperative and unreliable since then. The Thai police intimidated complainants and witnesses and threatened their physcial safety. There is overwhelming documentary evidence of their persistent criminal conduct.

 

The last trace of the victim was the listing of an address and telephone number in the name of Chanyut Vermeulen in Zondhoven, Belgium on two Belgian telephone company Internet websites in mid-October 2013. He is unknown at the telephone number, which is in another town, and there has been no response to the letters sent to the address. 

 

It is believed that the victim is surrounded by bad company and unaware of the Internet posting.

My nephew lived for a while in on Lakborslei in Deurne District of Antwerp and then on Essenstraat in northern Antwerp. More recently, I understand he lived in Boom District. He has lived in a number of places.
 
I hope the above details are helpful in locating him.

According to the Antwerp city police, each city police station (and sub-station) has a policeman who is a "security officer"; this policeman will go to a given residential address within the station's jurisdiction in order to confirm that a person listed as resident at the address does in fact live there. If that person does not live at the residence in question, the policeman will try to find out where the person is living.
 
I am sure that the responsible police sub-station will check the address if you request it.

You appear to have been misinformed. Please check carefully. Try different contacts.
 
I can assure you that the Antwerp city police will go to an address to inquire whether or not a person listed as resident at that address actually lives there. They will do this if requested by your services on behalf of that person's friends and relatives.
 
The city police consider such an inquiry routine work and perform it as a simple and common courtesy. The police do not require a court order or have to declare the person listed as resident at the address to be missing before going to the address.
 
In my own experience I have been able to locate and contact Thais in Belgium through local city government information services such as yours, after that service asked the local police to check for a resident at an address. In a couple of cases, the person listed as resident had not lived at the address for several years but the current resident provided that person's forwarding address.
 
Furthermore, the city government automatically checks an address when informed that the person listed as resident does not live there. This is a routine procedure. The city government asks the police to check the address.
 
I am sure that if you ask the nearby city police sub-station to go to Gijsbrechts Van Deurnelaan 13 in Deurne to inquire into my nephew's current address, the "security officer" will do it. If not, the police are derelict in their duty and must provide a credible excuse for refusing to check the address. An acquaintance once experienced this refusal to check an address and it required an order form the local mayor to the police to go to the address.
 
The derelict policeman was immediately suspended and eventually transferred.
 
If the current resident at the address in question is uncooperative, the police will ask a judge of instruction at the city court house for the required court order to pursue their inquiry.
 
While we're on the subject, what criteria do the police require do list a person as missing?
 
Kindly give me the telephone number and postal and email addresses of the Antwerp city registrar's office at the court house so that I can check deaths in Antwerp.

A contact in Antwerp went to the address and learned that Chanyut does not live there.
 
Some Thais in Antwerp are certain that Chanyut has lived and worked in a Thai restaurant in the city of Antwerp for the past four or five years but I have not been able to confirm this by calling Thai restaurants in Antwerp.
 
I would be grateful for your assistance.

According to Thais in Antwerp, Mr. Chanyut does not live at the address, Gijsbrechts Van Deurnelaan 13 in Deurne.
 
The Antwerp police have explained that each police station and sub-station in Antwerp has a security officer who will go to an address and inquire if a person registered as a resident actually lives there. If the person in question does live there, the security officer will convey a message to that person. If the person in question does not live there, the security officer will inquire into that person's present whereabouts.

In response to your last email message, kindly note the following:
 
The official document Mrs. Koulap received from the Antwerp city government lists her nephew, Chanyut Chokjanphen, as Chanyut Vermeulen, resident at Gijsbrechts Van Deurnelaan 13 in Deurne District of Antwerp.
 
The document also lists Peter Francine Francois Vermeulen, born in 1965, as resident at the same address and also lists him as Chanyut's father.
 
Chanyut was born in Thailand on February 28, 1989. His mother, Thanomjit Chokjanphen, lives in Loei Province of Thailand, and his father lives in Rayong Province
 
According to the city government of Antwerp , Peter Vermeulen's first passport was issued in June 1990, more than a year after Chanyut's birth.
 
According to the Thai Ministry of Foreign Affairs, Chanyut's mother, Thanomjit Chokjanphen, received her first passport in Bangkok in mid-1990. (Webmaster.: This is an error: Thanomjit received her first passport in mid-1991.)
 
Also according to Thai Foreign Ministry records, Peter Vermeulen and Thanomjit were married in Bangkok in mid-1990. (Webmaster: This is an error: they were married in mid-1991.)
 
In your email message you mentioned that your record described Peter Vermeulen as Chanyut's "adoptive father".
 
The Antwerp juvenile court has no record of a legal adoption of Chanyut.
 
The Antwerp city government has a record of a false and illegal claim by Peter Vermeulen to paternity of Chanyut to the Deurne District registrar's office on October 23, 1995.
 
Shortly after Vermeulen's false claim, Thanomjit and Vermeulen separated and Thanomjit and Chanyut lived with a Laotian, Phousit Sibounloeang, first in Deurne District and then in Antwerp.
 
Antwerp city government and police records were obviously tampered with by traffickers in children to kidnap Chanyut from his family and cover up the crime. Privacy laws are misinterpreted to prevent exposure of Chanyut's fate. The perpetrators of the crime are in the juvenile division of the city police and the Antwerp city registrar's office.
 
The city police should consider the possibility that Chanyut was murdered by perpetrators of the fraud committed by Vermeulen and search for him as a possible missing person. In all likelihood, the police will soon find him living in Antwerp or in another Belgian city. Until then, Chanyut's family can only consider him missing or dead.
 
The police should look more carefully at police records and consider charging the perpetrators of Peter Vermeulen's fraudulent claim to paternity of Chanyut and Vermeulen's accomplices with criminal conspiracy, fraud, kidnapping and trafficking in children.

Dear Sir:
 
According to you, Mr. Chanyut Chokjanphen does not wish to have any contact with his family.
 
Your comment is another obvious, cowardly and obnoxious piece of evidence of a criminal conspiracy to commit fraud, kidnapping and trafficking, and prevent a victim's family from learning the victim's fate.
 
The culprits of this horrible crime should be brought to justice and pay the price for their perversity. There is certainly more than enough documentary evidence to put them in jail, where they will request isolation from the rest of the prison’s population, for a long time.
 
The fact is that Mr. Chanyut has on more than one recent occasion tried to contact his family by telephone.
 
Furthermore, acquaintances in Antwerp maintain that Mr. Chanyut does not live at the address claimed by the Antwerp police. And acquaintances also maintain that for the past 14 years Mr. Chanyut has not lived with the person the police claimed he has lived with.
 
The family is concerned about persistent reports of terrible physical and emotional injuries to Mr. Chanyut. There have been reports of his death. City government employees have ignored requests for information from official records of deaths.
 
If Mr. Chanyut did not want to have contact with his family, he could say so himself, directly, to his family, rather than indirectly through those who have victimized him.
 
If the Antwerp city police could perform their duty properly, as routine requires, they would put Mr. Chanyut in touch with his family immediately.
 
Kindly ensure that Mr. Chanyut contacts his family. He can best do so through direct on-the-spot live audio and visual contact over the Internet, to confirm that he is alive and describe the conditions in which he is living. (I should add out that the New York State police have done this in similar cases within 24 hours.)  
 
Mr. Chanyut should contact his aunt, Mrs. Koulap Chokjanphen Pimsak, at the above telephone number and email address (a translator is present). He should also contact Mr. Boonthom Ragkaew, headman of the township in Loei Province where he is domiciled and subject now to conscription by the army (Tel.: 66 - 87 - 214 - 1383 and 66 - 85 - 756 – 5799). Chanyut Chokjanphen, born in Udon Thani Province, February 28, 1989. Chanyut is left-handed and has a brown beauty spot on his solar plexus.
 
Chanyut’s mother is Thanomjit Chokjanphen, born in Loei Province, December 15, 1970.
 
Peter Francine Francois Vermeulen, born in Merksem on February 7, 1965, the son of Franciscus Lambertus Vermeulen and Luiza Thys, received his first Belgian passport from the city government of Antwerp on June 19, 1990. 
 
Vermeulen made three trips to Thailand within the next 12 months.
 
Thanomjit received a Thai passport from the Thai Foreign Ministry in Bangkok on February 4, 1991.
 
Peter Vermeulen married Thanomjit Chokjanphen in Bangkok in May 1991. The couple went to Belgium shortly afterward.
 
Vermeulen declared that he was not physically related to Chanyut in a notarized affidavit in Antwerp on August 11, 1993.
 
Vermeulen received a second Belgian passport from the Antwerp city government on April 25, 1995.
 
Vermeulen traveled to Thailand in June 1995 to obtain official Thai documents to use in trafficking Chanyut. He was accompanied, aided and abetted by his employer, Florimond De Loose, and De Loose’s wife, a prostitute from Ubon Ratachathani, Prayoon Sinchoo, and an international pedophile and prostitution ring operating in Belgium and Thailand.
 
Peter Vermeulen made a false declaration of paternity of Chanyut to the Deurne District Registrar on October 13, 1995.
 
Peter Vermeulen and Thanomjit Chokjanphen separated in the following month, November 1995, and were officially divorced in Antwerp on August 8, 1998.
 
To evade accusations of kidnapping, policemen complicit in Vermeulen’s fraud claimed that Vermeulen’s false claim to paternity was a legal adoption and that it gave him legal custody of Chanyut.
 
To evade accusations of trafficking, complicit policemen claimed that Chanyut lived with Vermeulen when he actually lived elsewhere with other people.
 
Judges of Instruction at the Antwerp Court of First Instance pointed out that Vermeulen’s claim to paternity, through his declaration to the Deurne District Registrar, was illegal and, also, that adoptions require formal approval and authorization of the juvenile court to be legal.
 
More detail can be made available upon request to any police agency prepared to pursue conspiracy, fraud, kidnapping and trafficking charges against Vermeulen and his accomplices.

A number of persons in Antwerp , including policemen, complicit in Peter Vermeulen’s fraud are physically related to Vermeulen.

Efforts to contact Mr. Chanyut Chokjanphen, age 20, directly by telephone and by mail and indirectly through acquaintances and the police in Belgium have failed.
 
The family fears for Mr. Chanyut’s life and safety.
 
Mr. Chanyut has tried several times in recent years to contact his family by telephoning neighbors in Thailand.
 
According to several Thais in Antwerp, Mr. Chanyut has lived and worked in a local Thai restaurant for the past four or five years. But a check of restaurants serving Thai food in Antwerp has turned up no trace of him.
 
The Antwerp city government and city police recently provided an official address for Mr. Chanyut but acquaintances in Antwerp who went to the address reported that he did not live there.
 
The Antwerp telephone directory does not list a number for Mr. Chanyut but lists a number at the address for a person who the police claim lives with him. The phone never answers and recorded messages left at the number for Mr. Chanyut to call back have not been answered.
 
The city police claim that they have investigated the matter and that Mr. Chanyut does not want to speak to his family. The police are beneath contempt. This is an obvious lie, as Chanyut’s attempts to contact the family by telephone make clear.
 
The family hopes that you can obtain an appropriate response from officials in Belgium . Please inquire into Mr. Chanyut’s whereabouts and request that he be put in contact with his family.
 
Mr. Chanyut can call his family at the following telephone number: 66 – 08 -  9501 - 4780. A translator fluent in Dutch, English, French and Thai will be present.
 
Mr. Chanyut should contact the above email addresses to arrange live audio-visual communication in order to confirm first hand that he is alive and to describe himself the conditions he is living in.

If I understand you correctly, according to your reply, there is no certificate of death for my nephew, Chanyut Chokjanphen (AKA Chanyut Vermeulen), in the Antwerp Court House.
 
You added, however, that my nephew is still alive. How would you know that?
 
The absence of a certificate of death for someone in the Antwerp Court House does not necessarily mean that that person is still living. Death might have occurred elsewhere.
 
Is there a central national or federal service that I can contact, where all deaths in Belgium are registered, to inquire about my nephew?
